Hampi Administration

Hampi is a small town in northern part of Karnataka. It was once known as Vijyanagar, the majestic historic empire with lots of riches and wealth, but with consistent foreign attacks the city came to ruins by the 15th century. Now Hampi is overseen by UNESCO, who are trying to preserve its lost glory, retaining its monuments and remaining temple structures and helping in the welfare of the people of Hampi. All the administrative welfare of Hampi is undertaken by the Bellary district of Karnataka. The administration of Hampi consists of two major departments, one the Revenue Department and another the Rural Development and Panchayat Raj.

Since Hampi is a major tourist destination in Karnataka, major part of the revenue comes from tourism and then various industries, of which mining plays a crucial role. To look after these revenues and maintain records the Revenue Department headed by the Deputy Commissioner is established.

It is his duty to maintain overall administration of the district, maintain law and order. There are various officials both at the district level and Taluk level to assist the Deputy Commissioner, which includes Assistant Commissioner, Thashildars, Shirstedars, Revenue Inspectors and Village Accountants who function and co-ordinate with each other for better progress of the place. These officers are responsible for supervision, guidance and overall management of work in their branch. Under this department there are various sections which help the district in proper governing, some important sections are listed below:

Administrative Section

This section deals with the matters relating to appointments, vacancies, pay and allowances, transfers and promotion, postings, retirement, personal department, accounts, audits reports, business and statistics, classification control and appeals of the revenue department which in turn helps in easy governing of the district.

Revenue Section

This Section deals with the Demand, Collection and Balance of the revenues of the district, they are also responsible for land grants, land deals, land acquisition, conversion, land reform cases, mines and minerals and regularization of land encroachments. Since Hampi is a land of ruins major part of the land is in government undertaking and needs to be monitored and allocated wisely.

Election section

This Department is responsible for the elections conducted fairly, on time and without any violence in the district. Most of the Elections that need to be monitored are the Loksabha, Vidhan Sabha, Vidhan Parishad, all local bodies, Gram Panchayat, Taluk Panchayat, Zila Panchayat, all Municipalities, APMC and other co-operative institutions.

Municipal section

This Section is responsible for maintain services and progress under the water Supply schemes, housing Schemes, Slum Development, and various schemes like Swarna Jayanthi Shahari Rozgar Yojana, Integrated Development of Small and Medium towns.

Census Section

This section deals with the census and population of the district

Judicial Section

This Section deals with the judgement matters such as Law and order Issues , Licenses for Arms, Ammunition and Cinemas.

Miscellaneous Section

This section deals with all small things like PWD works, issue of various certificates like birth, death, salary etc house rent control and other miscellaneous matters of Revenue department.

The Rural Development and Panchayat Raj of Hampi

This department deals with the major development of the rural sector, The department is implementing various schemes for the following;

  • Rural Energy Program
  • Development of Rural Roads
  • Rural Water Supply
  • Sanitation
  • Irrigation
  • Poverty Alleviation

The Administrative Section

For the smooth and fast functioning of the administrative office of Zilla Panchayat office various officers are appointed to undertake and implement the projects for example the Chief Executive Officer is designated to carry out the administration of Zilla Panchayat. Various other Senior Officers in Zilla Panchayat are there to share the responsibilities like;

The work of the Zilla Panchayat is classified as follows;

Development Section

This section is connected with the growth of rural development schemes, water supply and irrigation works, construction of new roads and their mentainenace and other developmental works. Deputy Secretary heads this section.

Administration Section

This section is concerned with the establishment of general administration of all the departments of the Zilla Panchayat.

Planning Section

This section looks after the Annual Plan Draft, next coming years action plan on development and governance, new schemes that may be implemented and planned for the betterment of the rural people. This is headed by the Chief Planning Officer

Accounts Section

This section is responsible for releasing of funds , keeping track of the money used and the revenue generated. The department is responsible for receipts and releases of funds to various developmental schemes coming under the Zilla Panchayat. It is headed by the Chief Accounts Officer.

Council Section

This department is responsible for recording various views of different departments, different issues and various standing committees of the Zilla Panchayat. It takes up various issues regarding the Zilla Panchayat members. It is headed by the Council Secretary.
